This is one new 40-way SRBP tag strip, primarily intended as a breakout board for splitting up the GPIO ribbon cable from Raspberry Pi microcontroller boards. This could allow you to seperate out the ribbon cable wires into easy to contact solder terminals. I see it more as a handy tag strip for building radios on. The six tags running down each of the two shorter sides make it look particularly useful for this, in situations where you might have quite a few components to solder on.
The actual board is 85 X 56mm and the tags stick out a little further from the edge of this on all sides. M2 2mm bolts can fit through the holes which mount the tags, so the four corner ones can be used to mount the board to a chassis using M2 bolts and stand-offs. Alternatively, the four drilled holes in the middle can fit 3mm M3 screws. The fixing centes for the middle holes are 50 X 20mm, those on the four corner tags are 76 X 49mm.
The slot in the middle is intended to be able to pass a 40-way ribbon cable.
